EU President Talks About Leaders From Other Planets

Following the history-making breakaway of the United Kingdom from the European Union (EU) on June 23rd,  AKA the "Brexit," President of the European Commission Jean-Claude Juncker has had many "fighting," controversial words to say about the EU. Even some fringe forums and websites have picked up on some of Juncker's statements, as he may have just  spilled the beans on the European's  involvement with extra-terrestrial  entities, stating in French: "You should know that those who observe us from afar are worried. What could this quote mean? Has Brexit initiated a call for UFO and alien disclosure?

According to Google Translate and comments from other French speakers, these statements appear to be real. But perhaps this is a hoax or major misunderstanding?
