Is an Ancient Alien Outpost on the Moon the Reason We Haven't Been Back?

A neighbor of a recently deceased NASA employee living in Florida has come forward with some amazing secondhand testimony. They were informed that photos showing ancient structures and machine debris on the surface of the moon are regularly "scrubbed" in Pine Gap, Australia, a known facility run by the US and Australia, that is focused on global surveillance and intelligence. Furthermore, those in the know about this censorship were forced to sign a 50-year confidentiality agreement about it. Read the report sent to MUFON (case 87091):

My neighbor Alan recently died at 94. He is in the attached photos. The framed photo is of the Lunar Surveyor craft and he wearing his lab gown with fellow scientists. The other photo is of Alan holding a Life magazine issue with a full page photo of the Lunar Surveyor and Alan himself standing in the photo to the right of the craft. It was Alan who informed me that he and his colleagues at JPL personally saw the images coming in revealing Moon surface close-ups of collapsed domes, machine debris, kilometers of various surface tracks and numerous buildings of an ancient alien outpost. He said this information is held by few and no one was informed any further. All present had to sign 50 year confidentiality agreements providing 20 year prison sentences for violation. Since then all imagery from space vehicles are scrubbed at facilities like Pine Gap, Australia at that tracking station by CIA/DIA/NSA personnel. Alien presence has never not been "present". Let's hope their agenda remains tolerable.

Although there are no photos attached as promised, I am doing my best to track them down independently, and to verify the source of information. In the meantime, other photos of curious  structures and anomalies on the moon have surfaced over the years, like the photo below from 1971 that may show UFOs hovering over an astronaut:

If this testimony is true, that means many former JPL and NASA employees will soon be legally able to break their silence about UFOs and aliens in our solar system, as 2019 will end their confidentiality agreement.
