Object Darting Around Moon Halo - See Video from Charlotte, NC

A Charlotte, NC resident spotted a strange circle around the moon and so got out her iPhone to film it. When she changed the setting to negative, suddenly she saw an object darting around the moon. Fortunately, she submitted video and testimony to MUFON:

I was ready to go home from my cousins house, I happened to be walking to my car and noticed the sky was very bright, I looked up and I saw a his circle around the moon, something I never seemed before! I ran back to get my cousin to witness it with me. I tried taking pictures and but it wasn't visible until I changed the setting to negative, and there the camera could capture the flying object. When I zoomed in I could see the moving object like a disc. I felt a bit scared but reminded myself not to feel any type of fear. I walked to my car and I could still see the circle, it was 1am when I got home and I could still see the circle.

What's interesting is around the same time, another person posted video of the circle or halo around the moon (see screenshot below), which had intrigued the Charlotte witness. Halos typically appear around a moon before a storm and are caused by ice crystals in the Earth's atmosphere, but I think the halo mixed with the UFO sighting is intriguing, as there are others who think halos around the moon have more to do with geoengineering than ice crystals.

What could this be? Drones and planes don't fly that high. Satellites don't move like that. Lens flare? Mayyybeee but doesn't really look like that.
