A secondhand UFO report from the 1990s has been submitted to TexasUFOs, and I think there is a good amount of detail here for the community to investigate. Reader Jesus Cantu-Cadena shared a harrowing encounter of a strange cloud or smoky haze coming from the Central Power and Light Plant in Laredo, Texas, which then turned into a bright light that enveloped a crew of railroad workers:
Richard Cisneros, was the Union Pacific Railroad foreman of the crew running the switching train job at that time. Richard told me that they were switching or bringing in a train, don't recall exactly which. They were by north Laredo off of the north Santa Maria street tracks close to the CENTRAL POWER AND LIGHT PLANT. It was about eleven pm or later when he claims that it was like a cloud that formed by the CPL plant and that the train engine locomotive completely died and also the crews' walkie talkie radios and engine radio. He claimed that they were enveloped in a very bright light. They tried to call the Union Pacific main office to report what happened but they could not communicate at all. I was not there personally. I am only divulging what Richard told me that he and his crew experienced. I believe that at that time there were three or four in a crew including the engineer. This happened about twenty years ago, about 1998-99, somewhere in that scope of time. I personally believe that they truly experienced that. He did not say anything about hearing any noise or humming of an engine.
I so far cannot find other reports, photos or videos of this sighting, but believe it or not, UFOs commonly show up at power plants:
