Beam of light "shot downwards towards a refinery" - Port Neches Sighting

A brief but intriguing report of mysterious beams of light shining down on Port Neches, Texas, specifically on an oil refinery, was submitted to NUFORC (case S145934):

The first beam of light I saw in Port Neches,Texas, appeared to be coming from the sky, then shot downwards towards a refinery.

Multiple bright beams of light coming down from clouds to the ground.

Believe it or not, UFO sightings over oil refineries are some of the more well-documented and perplexing cases on record. Is this another good case to add to the books of ufology? Or could these have just been helicopter searchlights or the glow of the moon and stars?
