Black Object Hovers and Moves Slowly Over Laredo

Video showing a black solid-colored light or object of some kind moving very slowly through the sky in Laredo, Texas has been uploaded to MUFON (case 96423) along with witness testimony:

It hovered for a few minutes before I decided to record. Then it started moving along

I had just gotten out of work driving east. Not even sure why I looked in the first place, I usually do, I always see things but am too in awe to ever record because they usually only last a few seconds then drive off pretty fast. Since this one lasted longer I reacted and decided to park and start recording. At first I thought it could be a black balloon since it was Halloween but it was hovering in place for a while then I saw like a wing on it and saw it moving and decided to record because I got curious since I usually only see them at night this one was kind of exciting. Some times I feel like they try to communicate some how. Anyway, it was moving kind of fast and I didn’t want to lose sight of it so I started driving to follow it but it disappeared behind some clouds and I didn’t see it anymore. I stopped recording because I was driving.

What do you think of this recent UFO sighting in Texas? The witness considered that it could be a balloon, but since it was hovering stationary before filming and appeared to have a wing (to them with the naked eye), they ruled out that explanation.
