Bright Orange Orbs - or Road Flares? - in Galveston

A pair of Texans watched a bright orange orb (apparently one of eight) hover in the nighttime sky, slowly move around, and then flash for a bit before disappearing. Apparently, local news covered the sighting (implying that many saw it) and suspected it might be a hoax - specifically, road flares tied to a balloon. Although the eye witness is satisfied with this explanation, she or he also comments that this is a regular sighting in the area, which seems to contradict the accusation of hoax. Video description:

This video was taken at the corner of Seawall and 63rd in Galveston Texas, observing in the direction of the Gulf of Mexico. This object is just one of about eight that moved from Northeast to Southwest (approx) at regular intervals on the evening of February 12th, 2013 at 2135 Hours. There was no audible sound associated with the movement of the objects.
After viewing video from an earlier sighting (shot in the summer of 2012), the objects appear to be very similar in color and shape although the objects were grouped together with little movement.
Local news broadcast at that time indicated that these objects are the result of a possible hoax caused by individuals launching road flares on a ballon.
My video was photgraphed with a Sony Alpha 33 digital SLR in HD video mode with a 700mm zoom lens in manual focus mode.
It seems feasable that the observed object could be that of road flares. These sightings appear to be a regular event in this area.
