Halo of Light Filmed Hovering Over Houston

• When: On or about February 11th, 2017
  
• Where: Houston
• What: Bright light with hole in middle hovering

A halo-like object hovered in the night sky over Houston, according to a video recently uploaded to YouTube:

Could this simply be a star or a satellite that looks distorted on camera? Considering that the witness thought this light was strange enough to film in the first place, however, leads me to believe this is something else... what do you think?
