Round White Sphere Hovers Over Nuclear Power Plant in Texas

A completely  still round white orb was seeing hovering in the daytime sky over Comanche Peak Nuclear Power Plant, according to a recent MUFON report (case 92557):

Round white sphere that never moved. Weather was very windy. Stayed in same exact spot for over 3 hrs near nuclear power plant. Comanche Peak.

The round white object was first to be a weather balloon. In windy conditions the object never moved for over 3 hrs. We were playing golf and the object never moved the whole time. It was about 3000 ft above the ground in clear sky’s. The pic I sent is from an iPhone 8. So it is a Live Photo. The object is seen over the trees in the first pic and the second is a zoomed pic.

What do you think of this recent Texas UFO sighting? Did this witness simply see a drone or balloon, and if so, how could it remain so still for so long? Could this case be similar to other cases of UFOs appearing near nuclear power plants and weapons?
